The purpose of this Target Market Determination is to provide consumers and distributors with information about the class of consumers for which the Product is designed.

IVF Pay is committed to creating and maintaining a consumer-centric approach to the design and distribution of its Products.

It does not provide financial advice and does not take into account any particular consumer's objectives, financial situation or needs. Seeking a loan of $2,001–$5,000 to cover specific aspects of fertility treatment or gap finance Amount: $2,001–$5,000  ·  Term: 6 months – 2 years
Requires a fixed interest rate Interest rate: Fixed rate for the life of the loan.
Requires flexibility to make extra repayments No early repayment fees: Extra repayments or full payout at any time, no fees or charges.

Key eligibility

  • Permanent resident or citizen of Australia
  • Aged 18 or above
  • Not a current or prior bankrupt and no court judgment against them
  • Regular income of at least $35,000 per annum before tax
  • Confirmed employment (full time, part-time, casual or self-employed)
  • No defaults (paid or unpaid)

Consumers for whom the product is not suitable

  • Do not meet the eligibility requirements
  • Are not undergoing, or seeking to undergo, fertility treatment
  • Require a variable interest rate or interest-free facility
  • Want to be able to redraw any additional repayments made
  • Require a secured loan
  • Are currently or previously bankrupt or have a court judgment against them
  • Do not have stable employment
  • Are unable to meet the repayment obligations
  • Are below the age of 18
  • Have low levels of financial or technological literacy
  • Are in financial hardship, going through bankruptcy, or have a court judgment against them
  • Are vulnerable, including those who are:
  • Suffering any form of cognitive impairment
  • Suffering from elder or financial abuse
  • Unemployed or who have recently experienced job loss
  • Suffering from mental or other forms of serious illness affecting capacity
  • Suffering from any form of addiction
  • Suffering from any other personal or financial circumstances causing significant detriment

Consistency between target market and product

IVF Pay has assessed the Product and formed the view that the Product, including its key attributes, is likely to be consistent with the likely objectives, financial situation and needs of consumers in the Target Market. The Product enables consumers to access finance for fertility treatment in a time- and needs-sensitive manner and is consistent with the needs of consumers seeking flexibility in relation to repayment arrangements.

Distribution

Distribution channels

The Product is designed to be distributed by the Issuer only via its Website. As at the date of this TMD, the Issuer is the sole distributor of the Product.

Sales staff requirements

  • Undertake training prior to assisting consumers
  • Be monitored by senior management to ensure compliance with training
  • Follow all documented procedures
  • Ask knockout screening questions before an application is commenced to ensure the consumer is within the Target Market

Distribution conditions

  • Consumer meets the eligibility requirements
  • Consumer has applied via the Website
  • Consumer has appropriate borrowing capacity
  • Distribution is in accordance with responsible lending guidelines and IVF Pay's product and process requirements

Review & monitoring

Initial Review Within 12 months of the effective date of this TMD.
Periodic Reviews At least every 12 months from the last review.
Review Triggers
  • Material changes to the key attributes of the Product
  • Occurrence of a significant dealing outside the Target Market
  • Distribution conditions found to be inadequate
  • External events such as adverse media coverage or regulatory attention
  • Significant changes in metrics, including:
    • A material increase in the interest rate being charged
    • Complaints exceeding 10% of loans applied for
    • 5–7% of consumers experiencing repayment delinquency over a 30-day period
    • Early Product closure volume
  • Issues detected through monitoring of daily business activities

Complaints

All complaints are reported on a monthly basis, including written details of each complaint.

Significant dealings

Any significant dealing is reported to IVF Pay within 10 business days of becoming aware.

Feedback

All consumer feedback on product performance is reported on a quarterly basis.
